No bids for Proof Checking Consultant Contract of Gurugram Metro Extension Project

Gurugram, India (Metro Rail Today): Gurugram Metro Rail Ltd. (GMRL) faced an unexpected setback this week as it received no bids for the Proof Checking Consultant contract of the 28.5 km Gurugram Metro Line. This elevated corridor, which will connect HUDA Millennium City Centre and Cyber City, is a key part of the city's metro expansion and is expected to improve connectivity between Gurugram and Old Gurugram via 27 stations.

The Proof Checking Consultant contract is the third major contract for the project, following the Detailed Design Consultant (DDC) contract awarded to SYSTRA MVA Consulting in October 2024, and the General Consultant (GC) contract, which attracted 8 bidders in December 2024. GMRL had invited bids for this consultancy role in December 2024, with a four-year deadline for the completion of work. However, when technical bids were opened on Monday, no firms had submitted any proposals.

The scope of the Proof Checking Consultant contract includes reviewing and verifying the civil structural designs for the 28.5 km metro corridor, which will span from Millennium City Centre to Cyber City. The contract was intended to ensure that all structural elements of the metro line meet the necessary safety and engineering standards.

This development has raised concerns regarding the progress of the project, with some experts predicting that GMRL might cancel the tender in the coming week. It’s worth noting that SYSTRA was the sole bidder in two of the four rounds for the DDC contract, leading to speculation that firms may be hesitant to engage in the project due to challenges with GMRL’s perceived lack of execution experience or concerns over the low profitability of the contract.

The Gurugram Metro project, approved by the Indian Government’s Union Cabinet in June 2023, has faced significant delays, with construction now expected to begin no earlier than Q1 2026. The lack of bids for the proof checking contract further compounds these delays, raising questions about the pace and execution of the ambitious metro expansion. As of now, the tender may be rescheduled or canceled in the near future, as GMRL works to resolve the issue.
