Thales-Nokia JV awarded communication modernization contract for London Underground

London, United Kingdom (Metro Rail Today): Transport for London (TfL) has awarded Thales, in partnership with Nokia, a contract to upgrade the Connect communications network, which is integral to the London Underground (LU). This network transmits essential radio communications and CCTV images, ensuring the safety and efficiency of the Underground’s operations. Although the financial terms of the contract have not been disclosed, the scope of the project underscores its significance.

The Connect multi-services network (MSN) was originally funded and installed by a consortium including Thales under a 20-year Private Finance Initiative (PFI) contract. This contract concluded on November 21, 2019, after which the assets were transferred to TfL. Despite the end of the PFI contract, Thales Ground Transport Systems (GTS) has continued to operate and maintain the Connect network. Over the past seven years, Thales has made significant upgrades, particularly in enhancing the train and staff radio components, which included the replacement of 295 radio base stations.

The final phase of this comprehensive upgrade will involve the installation of Nokia’s mission-critical IP/MPLS network solution. This state-of-the-art technology will replace outdated equipment and form the new backbone of the MSN, providing secure, reliable, and scalable connectivity across the 402-kilometer LU network and its 272 stations. The new infrastructure is designed to meet the operational demands of the extensive LU and rail network, ensuring it functions at peak performance while reducing costs and journey disruptions.

Design work for integrating Nokia’s equipment is currently underway. The actual installation of trackside equipment and the migration to the upgraded system is scheduled to occur between 2025 and 2027. A significant challenge in this process is the limited installation window available each night, as work can only be conducted during the two to three-hour period when the LU network is closed to passengers.

Rebecca Bissell, TfL’s Director of Information Technology, emphasized the importance of this project: “Delivering this comprehensive communications renewal will support the operational demands of our extensive LU and rail network and ensure it operates at peak performance while reducing costs, journey disruption, and ultimately providing the best service possible to our customers.”

Andy Bell, Vice-President of Thales Transport in the UK, highlighted the necessity of the upgrade: “Renewing the multi-services network, in a way that minimizes disruption to services, is essential for maintaining a safe, reliable, and efficient Underground.”

The upgradation of the London Underground’s communications network by Thales and Nokia is a critical step towards modernizing and securing one of the world’s most iconic transit systems. This upgrade will ensure that the LU can continue to operate efficiently and safely, providing millions of passengers with a reliable mode of transport. As design and implementation progress, this project stands as a testament to the ongoing commitment to improving public transportation infrastructure in London.
