Three firms vying for Safety Assessor Contract of Bhopal and Indore Metro Rail Project

Bhopal, India (Metro Rail Today): In a pivotal step towards ensuring the safety and reliability of the burgeoning metro systems in Bhopal and Indore, three prominent firms have submitted bids for the Independent Safety Assessor (ISA) contract. The Madhya Pradesh Metro Rail Co Limited (MPMRCL) initiated the bidding process, and the technical evaluation is currently underway.

The ISA, once appointed by MPMRCL, will play a crucial role in conducting an independent safety assessment and audit of the Signaling & Train Control System, supplied by Alstom Transport, and its interfaces with Rolling Stock. Additionally, the assessment will cover the Platform Screen Door system at underground stations and other essential systems, including track, 750 V Third Rail Traction, and Automatic Fare Collection.

Bidders

The firms competing for the esteemed contract are:

  • Bureau Veritas (India) Pvt. Ltd.
  • TUV INDIA Pvt. Ltd.
  • TUV SUD South Asia Pvt. Ltd.

MPMRCL had invited bids for this consultancy service (Package BH-IN-11) in September 2023, with an undisclosed estimate and a contract duration of 3.5 years. The scope of the contract involves a comprehensive safety assessment of the metro systems in both Bhopal and Indore.

Key Aspects of the Contract

Outlined in the tender documents, the ISA's responsibilities include:

  • Conducting safety assessments of the Signaling and train Control, Platform Screen Door, Rolling Stock, and their interfaces with other subsystems.
  • Ensuring compliance with international standards such as EN 50126, EN 50128, EN 50129, IEC 61508, IEC 62267, IEC 62290-1,2, and any other applicable national/international standards.
  • Excluding construction safety or security aspects, as well as civil engineering assets such as tunnels, viaducts, or station buildings.
  • Carrying out safety activities throughout the design, manufacturing, testing & commissioning, and operation & maintenance phases of the system life cycle.

The bids are currently in the technical evaluation phase, and upon completion, the financial bids of the technically qualified bidders will be opened. The contract, once awarded, will play a pivotal role in facilitating the final Commissioner of Metro Railway Safety (CMRS) inspection, a crucial step before the commencement of commercial operations.

Progress so far

MPMRCL initiated trial runs for the Indore Metro in mid-September 2023 on the Yellow Line's 5.8 km Super Corridor section. Meanwhile, in Bhopal, trial runs commenced in September-end on the Orange Line's 6.225 km Package 1, connecting Subhash Nagar to AIIMS.

As three reputable firms vie for the Independent Safety Assessor contract, the emphasis on ensuring the highest safety standards for Bhopal and Indore Metros' Phase 1 projects becomes evident. The meticulous evaluation and assessment carried out by the appointed ISA will contribute significantly to the seamless and secure operation of these expanding metro networks.
