Jaffer PC appointed as Managing Director of Bangalore Metro Rail Corporation (BMRC)

Bengaluru, India (Rail & Metro Today): The Bangalore Metro Rail Corporation Limited (BMRCL) has appointed PJaffer PC, a 2003-batch IAS officer of the Karnataka cadre, as its new Managing Director, marking another change at the top of the organisation as Namma Metro enters a crucial phase of network expansion.

The Karnataka Government appointed Jaffer to the post on August 5, 2026, and he assumes charge as BMRCL Managing Director on September 5, 2026. He becomes the third Managing Director of BMRCL since January 2024, taking over at a time when several major metro corridors are approaching key construction and commissioning milestones.

Jaffer previously served as Secretary (Budget and Resources) in the Karnataka Finance Department, where he was closely involved in the state’s budget preparation and resource management. In early July, he was given additional charge of BMRCL after the incumbent Managing Director, Dr J. Ravishankar, proceeded on leave.

Born on May 31, 1976, Jaffer holds MA, MEd and PhD degrees and brings extensive administrative experience from his career in the Karnataka cadre.

Leadership Change at a Critical Stage

Dr J. Ravishankar, also a 2003-batch IAS officer, demits office after approximately a year as BMRCL Managing Director. He assumed charge on July 18, 2025, during a period of significant activity across Bengaluru’s expanding metro network.

One of the key milestones during his tenure was the opening of the long-awaited RV Road–Bommasandra Yellow Line, providing a new east-west connectivity link through Bengaluru’s important industrial and residential areas.

Before Ravishankar, senior IAS officer M. Maheshwar Rao headed BMRCL from January 2024 to July 2025. Rao subsequently moved to the Greater Bengaluru Authority (GBA).

The frequent leadership changes come as BMRCL is managing one of the most ambitious phases of Namma Metro’s expansion, with multiple corridors scheduled to become operational over the next two years.

Multiple Namma Metro Corridors on the Agenda

Jaffer takes charge with a substantial implementation agenda ahead. BMRCL is targeting the opening of the elevated section of the Pink Line in September 2026, followed by the Silk Board Junction–KR Puram section and the underground section of the Pink Line in early 2027.

The Hebbal–Kempegowda International Airport section is targeted for opening in June 2027, while the KR Puram–Hebbal section is scheduled for completion by December 2027.

These projects will significantly strengthen Bengaluru’s east-west and north-south metro connectivity while improving access to major employment centres, residential districts and the airport.

According to Mrs. Mamta Shah, MD & CEO, Urban Infra Group, the change in leadership comes at an important stage for Bengaluru’s metro programme.

“BMRCL is entering a decisive phase in which multiple corridors are moving towards commissioning while new projects are simultaneously entering implementation. Strong coordination between the corporation, state government, central authorities and project stakeholders will be essential to maintain momentum. The priority should be to ensure that project timelines, integration and passenger experience remain firmly aligned.”

Orange and Red Lines Add to the Challenge

Beyond the corridors already under construction, BMRCL is also preparing to move forward with the Orange Line, with the corporation working towards commencement of civil works.

At the same time, the corporation is pursuing Central Government approvals for the proposed Red Line, adding another major project to its long-term expansion programme.

The combination of ongoing construction, upcoming commissioning, new project preparation and inter-agency coordination will make the Managing Director’s role particularly important over the coming years.

Bengaluru’s Metro Network at a Turning Point

With several major corridors expected to open between 2026 and 2027, Bengaluru’s metro system is approaching a significant transformation in scale and reach. The successful commissioning of these projects will require close monitoring of construction, systems integration, testing, safety approvals and coordination among multiple agencies.

For Jaffer, the immediate challenge will be to maintain progress on the existing projects while simultaneously preparing BMRCL for the next generation of network expansion. His background in state finance and budget management could also be particularly relevant as the corporation manages the substantial financial requirements associated with Bengaluru’s expanding metro programme.

As the new Managing Director assumes charge, the focus will now shift towards timely project delivery, financial coordination, network integration and expanding Namma Metro’s role as the backbone of Bengaluru’s public transport system.
