Mumbai, India (Metro Rail Today): In a recent development, the Mumbai Metropolitan Region Development Authority (MMRDA) announced the cancellation of bids related to the Mumbai Metro Line 6 project, specifically pertaining to the rolling stock and fire safety tenders. The decision came as a result of the identified discrepancies in the tender documents, which were found to be in violation of the prescribed guidelines set by the Central Vigilance Commission (CVC).
A senior official, speaking on the condition of anonymity, assured that the cancellation of the bids would not impede the progress of the Metro Line 6 project. He stated, "While we have cancelled the bids, it will not delay the Metro Line 6 projects as we are going to float new tenders with standard conditions and policy within 10 days."
The cancellation of the tenders has prompted scrutiny over the internal operations of MMRDA, prompting questions regarding the adherence to established protocols and standards within the organization.
The estimated cost of the Mumbai Metro Line 6 project stood at ₹6,700 crore, with a consultant appointed to oversee the tendering process. While the tenders for the rolling stock and other technical systems were launched several months ago, subsequent reviews by MMRDA officials unveiled critical lapses in the documentation. It was discovered that essential clauses related to value engineering, asset replacement, and whole-life cost assessment were absent, indicating a failure to comply with CVC guidelines and international procurement standards.
Moreover, the absence of key provisions for assessing the process and the responsibility of the supplier for system warranty, damage, and repairs led to internal inquiries within MMRDA, targeting the officers and consultants involved in the procurement process. The move highlights MMRDA's commitment to rectifying the identified shortcomings and implementing a comprehensive policy framework to enhance transparency and clarity in future procurement endeavors.
An MMRDA official, speaking anonymously, highlighted the corrective measures being implemented within the organization, including the issuance of show cause notices to the concerned consultants and officers. The focus remains on streamlining the procurement process and ensuring the adherence to requisite standards and protocols to maintain the integrity and efficiency of the Mumbai Metro Line 6 project.
