Two Consortia Bid for General Consultancy Contract for Hyderabad Metro Phase 2 Project

Hyderabad, India (Rail & Metro Today): Hyderabad Airport Metro Limited (HAML) has received proposals from two international consortiums for the General Consultancy (GC) contract covering four corridors under Package 1 of Hyderabad Metro Phase 2. The appointment is intended to provide technical, engineering and project management support throughout the development of the proposed metro corridors, from tendering and construction to systems integration, testing and commissioning.

The two participating groups comprise a consortium of Hill International, Nippon Koei and TYPSA, and another consortium formed by Ayesa and Aarvee Associates. The bid submission deadline concluded on Thursday, following which HAML will evaluate the technical proposals before proceeding to the next stage of procurement.

Technical Evaluation to Determine Eligible Bidders

The technical evaluation will include an assessment of the proposed methodology, project execution approach and work plan submitted by the competing consortiums. Eligible bidders will be shortlisted following the evaluation, after which their financial bids will be opened in accordance with the tender process.

The General Consultant will play a central role in coordinating the technical and project management activities required for the implementation of Phase 2. Its responsibilities will begin during the tendering stage and continue through construction supervision, integration of railway systems, testing and commissioning.

Four Corridors Covered Under Package 1

Package 1 comprises four proposed metro corridors with a combined length of 63 kilometres and 44 stations. These routes will extend connectivity towards the airport, western business districts, the Old City and eastern suburban areas.

The longest corridor will connect Nagole with Rajiv Gandhi International Airport, covering 36.8 kilometres and 24 stations. Another 11.6-kilometre corridor will connect Raidurg with Kokapet Neopolis through eight stations.

The third corridor will extend from Mahatma Gandhi Bus Station (MGBS) to Chandrayangutta, covering 7.5 kilometres and six stations. The fourth will connect LB Nagar with Hayathnagar over 7.1 kilometres, also featuring six stations.

Together, these corridors are intended to improve access to major employment centres, residential neighbourhoods, commercial districts and the airport.

Comprehensive Engineering and Project Management Responsibilities

The appointed General Consultant will support HAML in preparing tender designs and documentation, evaluating bids and reviewing engineering designs submitted by contractors. It will also supervise civil construction, installation of railway systems and integration of rolling stock.

Other key responsibilities will include monitoring construction schedules, project costs, quality standards and safety compliance. The consultant will also coordinate different project components to ensure that civil infrastructure and railway systems are delivered in a manner that supports seamless integration and operational readiness.

The consultancy assignment is planned for four years, providing continuity of technical oversight during the critical stages of project development.

An Important Step Towards Hyderabad Metro Expansion

The selection of a General Consultant is an important preparatory milestone for the implementation of Hyderabad Metro Phase 2. Given the scale and technical complexity of the proposed network, effective project management and independent engineering supervision will be essential to maintaining construction quality, controlling costs and coordinating multiple contractors.

With technical evaluation now underway, the next procurement stages will determine the consultant responsible for supporting HAML in delivering the four corridors. The project is expected to strengthen Hyderabad's urban transport network and improve connectivity across several rapidly developing parts of the metropolitan region.
