New Delhi, India (Metro Rail Today): The Delhi Metro Rail Corporation (DMRC) has begun preparing its Corporate Plan for 2027–2037, a long-term strategic blueprint that will shape the future of urban mobility across the National Capital Region. The plan aims to evaluate the operational health of India’s largest metro system, identify emerging mobility trends, strengthen core services, and chart DMRC’s expansion into new and adjacent business domains.
According to senior officials, DMRC has floated a Request for Proposal (RFP) to appoint a consultancy firm tasked with drafting the 10-year roadmap. The selected consultant will be required to complete the assignment within 120 days, extendable to 180 days, ensuring that the plan is ready well in time for policy integration and strategic planning.
A Deep Dive into Operations, Finance, and Performance
The upcoming Corporate Plan will involve an exhaustive review of the Delhi Metro’s operations, including asset utilisation, ridership trends, fare structures, revenue sources, and cost optimisation mechanisms. The consultant will conduct SWOT and TOWS analyses for all business segments while also assessing organisational capabilities and regulatory challenges.
DMRC will benchmark its performance against leading global metro systems, including members of the Community of Metros (COMET), enabling it to identify service gaps and adopt international best practices in safety, customer experience, financial management, and operations excellence.
As part of the study, the consultant will analyse macro mobility trends and explore new business opportunities aligned with DMRC’s competencies. This includes Mobility-as-a-Service (MaaS), integrated NCR mobility solutions, EPC and O&M ventures, and global consulting assignments.
Welcoming the initiative, Mrs. Mamta Shah, MD & CEO of Urban Infra Group, said that such long-term planning is essential for strengthening India’s urban transit systems. She noted that Delhi Metro’s forward-looking approach “sets a benchmark for other Indian cities and ensures that our mobility networks remain resilient, passenger-focused and technologically advanced in the decades ahead.”
Vision 2035 and Alignment with National Goals
The consultant will also support DMRC in formulating its Vision 2035 document, defining long-term goals, mission statements, and values, along with three-year and five-year strategies for improving operations, exploring new markets, and enhancing DMRC’s role in NCR-wide connectivity. The Corporate Plan will be fully aligned with India’s Vision 2047 and the National Capital Region Planning Board’s Plan 2041.
Key focus areas will include operational efficiency, multimodal integration, improved first- and last-mile connectivity, digital transformation through AI and IoT, and network expansion across Delhi-NCR. Financial sustainability will remain a core pillar, with emphasis on increasing fare and non-fare revenues, land monetisation, TOD-based development, and innovative financing strategies.
The plan will also outline a roadmap for building energy-efficient and climate-resilient infrastructure, targeting reduced emissions, increased renewable energy usage, and optimised energy consumption across trains, stations, and depots.
Human resource enhancement will be another major component, covering staff deployment, training, multitasking potential, career progression, and improving gender diversity within the organisation.
Once finalised, the Corporate Plan 2027–2037 is expected to position DMRC as not just a metro operator but a comprehensive mobility leader capable of shaping the future of urban transport across the National Capital Region and beyond.
