Mumbai, India (Metro Rail Today): In a significant move aimed at accelerating the delivery of complex transport infrastructure, Hindustan Construction Company Ltd. (HCC) has entered into a strategic Memorandum of Understanding (MoU) with Konkan Railway Corporation Limited (KRCL). The partnership is geared toward jointly pursuing and executing large-scale railway and multi-modal transport projects across India and international markets.
Announced on September 30, 2025, the MoU brings together HCC’s extensive experience in heavy civil construction with KRCL’s proven expertise in railway systems and project execution. The collaboration promises to deliver end-to-end transport infrastructure solutions, covering everything from civil works, tunnelling, track laying, signalling, electrification, to operations and maintenance.
“This MoU underscores HCC’s commitment to creating synergies with public sector leaders like KRCL to meet the growing demand for technically advanced and high-value infrastructure,” said Mr. Arjun Dhawan, Vice Chairman & Managing Director, HCC. “We aim to expand our presence in both domestic and international markets by offering fully integrated solutions.”
The HCC-KRCL partnership will focus on:
Underground and elevated metro systems
NATM-based tunnelling and complex railway bridges
Large-scale EPC (Engineering, Procurement & Construction) contracts
Design-build and PPP model projects
Formation of JVs and consortia for competitive bidding
The two entities will jointly identify high-impact opportunities and bid for them under various contractual frameworks, including EPC, design-build, unit-rate contracts, and public-private partnerships (PPP).

The alliance is seen as a strategic response to the increasing complexity and scale of transportation projects being rolled out under flagship programs such as Gati Shakti, PM Gati Shakti Master Plan, Bharatmala, and expanding high-speed rail, metro, and multi-modal logistics corridors. By aligning their strengths, HCC and KRCL aim to enhance India’s capabilities in both domestic and export infrastructure markets, particularly in South Asia, the Middle East, and Africa.
