Leena Wins Electrification Contract for Mumbai Metro Line 7A & 9

Leena Powertech Engineers Pvt. Ltd. has achieved a notable milestone by being declared the lowest bidder for the 25 kV AC Overhead Electrification (OHE) contract for Mumbai Metro’s Red Line, which includes Line-7A and Line-9. This contract, awarded by the Mumbai Metropolitan Region Development Authority (MMRDA), represents a significant advancement in the expansion of Mumbai's metro network.

The Mumbai Metro's Red Line project is divided into two main sections: Line-7A and Line-9. Line-7A is set to be a 3.17 km underground extension of the already operational Line-7, stretching from Gundavali to Dahisar East. This extension will reach Airport Colony and the Chhatrapati Shivaji International Airport (CSIA), thus enhancing connectivity to one of the busiest airports in India. On the other hand, Line-9 is an 11.38 km elevated extension that will connect Mira Bhayandar to Dahisar East, further improving the reach of the metro system in the northern parts of Mumbai.

The contract package, known as CA-176, is valued at approximately ₹108.01 crore. The bid submission for this project closed in June 2023, and the technical bids were opened in December 2023. The duration for this contract is set at 30 months, during which Leena Powertech Engineers Pvt. Ltd. will undertake a comprehensive range of tasks.

The scope of the contract includes several critical components. These are the design, manufacture, supply, installation, testing, and commissioning of various elements essential to the 25 kV OHE system. Specifically, the project will involve 33 kV and 25 kV cabling work, the complete 25 kV OHE system, the establishment of a switching station, and a 33 kV auxiliary power distribution system, which includes 33/0.415 kV ASS. Additionally, the contract encompasses the implementation of a SCADA system for both Metro Line 9 and Line 7A.

In the bidding process, Leena Powertech Engineers Pvt. Ltd. submitted a bid of ₹122.09 crore. While this bid is approximately 13.03% higher than the MMRDA's estimated cost, it is still expected to be accepted, possibly with some negotiations. Other bidders included Siemens, who quoted ₹185.35 crore. Notably, BNC Power Projects Ltd. and Texmaco Rail and Engineering Ltd. were disqualified from the bidding process for unspecified reasons.

This contract marks Leena Powertech's second significant involvement with the Mumbai Metro electrification projects. Previously, the company installed the OHE system for Line-7 under Package CA-65. Currently, tunneling operations for Line-7A are progressing, while the construction of the viaduct for Line-9 is underway.

With the progress made so far, it is anticipated that both Line-7A and Line-9 will be commissioned within approximately 2.5 years. This timeline aligns with the ongoing efforts to expand Mumbai's metro network, which aims to enhance urban mobility and reduce congestion in one of India's most densely populated cities.
