Nilabhra Sengupta appointed as new Commissioner of Metro Railway Safety (CMRS)

New Delhi, India (Metro Rail Today): In a key administrative development, Nilabhra Sengupta, IRSSE (1997 batch), has officially assumed the prestigious role of Commissioner of Metro Railway Safety (CMRS) under the Ministry of Civil Aviation, Govt. of India. He succeeds Shri Janak Kumar Garg, who superannuated on October 31st, 2025. The appointment letter for the new CMRS was issued by the Railway Board on November 3rd, 2025.

A seasoned officer with over 25 years of diverse experience within the Government of India, Shri Sengupta brings a wealth of expertise to this critical position. His extensive background spans key areas, including:

  • Signaling and Telecommunications

  • Safety of Train Operations

  • Metro Technologies and Systems

  • General Administration and Budget Management

Before taking charge as CMRS, Shri Sengupta was on deputation, serving as the Chief Vigilance Officer (CVO) at Bharat Electronics Limited (BEL) since December 2nd, 2024.

A graduate of Jadavpur University, Kolkata (B.E. in Electronics and Telecommunications, 1996), he joined the Indian Railway Service of Signal Engineers (IRSSE) in 1998.

His previous high-profile assignments include:

  • Chief Signal and Telecom Engineer/Projects at Metro Railway Kolkata.

  • Additional Charge as Director (Rolling stock and Systems) in the Kolkata Metro Rail Corporation.

  • ADRM Operations in the Howrah division of Eastern Railway.

  • Deputation to RITES and the Bangalore Metro Rail Corporation between 2014 and 2017.

As the new CMRS, Shri Sengupta will oversee the safety infrastructure of metro systems across the nation. The core responsibilities of the CMRS are vital for ensuring the reliability and safety of metro travel, and include:

  • Safety Certification: Granting essential safety certification for the commercial operation of new metro lines in India.

  • Inspections: Conducting thorough safety inspections of both new and existing metro systems.

  • Accident Investigations: Investigating serious metro accidents to determine causes and recommend safety improvements.

  • Advisory Role: Providing expert advice on safety matters related to national metro rail operations.

With his proven track record in metro systems and operational safety, Shri Sengupta is well-positioned to uphold and enhance safety standards as the new Commissioner of Metro Railway Safety.
