Three firms shortlisted to provide consultancy services for Delhi Metro Phase 4

New Delhi, India (Metro Rail Today): In a flurry of activity to propel the Delhi Metro's Phase 4 project forward, three firms have emerged as potential consultancy service providers. The technical bids for contract DCS-1B were opened in mid-June, revealing the contenders vying to support the implementation of this ambitious metro expansion.

Delhi Metro's Phase 4 project is already well underway, encompassing a total length of 65.1 kilometers. This phase includes the construction of a new line, the Silver Line, stretching 23.62 kilometers from Aerocity to Tughlakabad. Additionally, the Magenta Line is set to be extended by 28.92 kilometers, connecting Janakpuri West to R.K. Ashram, while the Pink Line will stretch 12.58 kilometers from Mukundpur to Maujpur.

The Delhi Metro Rail Corporation Limited (DMRC) initiated the process by inviting Expression of Interest (EOI) applications in May 2021, with a contractual period of 1620 days. Six applications were received in July 2021, and in March 2022, the DMRC shortlisted three bidders for the project. Fast forward one year later, and the DMRC issued a new tender notice, revising the contractual period to 1530 days.

The lead bidders, are as follows:

1. Egis Rail India
2. PADECO Co.
3. SYSTRA India

The scope of the contract involves consultancy services for the implementation of the Delhi MRTS Project Phase-IV, with an emphasis on advisory support to the DMRC across various domains crucial to the successful commissioning of the entire Phase 4 project. This includes project planning, programming, and monitoring, civil engineering, design and structure, quality assurance in construction, signaling, telecommunication, automatic fare collection systems, track, ventilation, air conditioning, building management systems, rolling stock, and safety, health, and environmental considerations.

The consultancy services will be provided by a combination of expatriate and local experts, with certain areas relying solely on local expertise. The consulting team will be led by a Team Leader, with specific responsibilities assigned to each shortlisted consultant based on their expertise.

The selection process for contract DCS-1B will follow a Quality and Cost Based Selection (QCBS) approach, where the quality-cost ratio is set at 80:20. The financial proposals of consultants whose technical proposals meet the key aspects of the Request for Proposal (RFP) will be opened. The evaluation will consider an 80% weightage for the technical score obtained and a 20% weightage for the financial score.

As the Delhi Metro's Phase 4 project gains momentum, the involvement of these consultancy service providers will play a crucial role in ensuring its successful completion, bringing improved connectivity and convenience to the citizens of Delhi.
