Lucknow, India (Rail & Metro Today): Afcons Infrastructure Limited has emerged as the lowest bidder (L1) for a major underground civil construction package of Lucknow Metro Phase 1B, covering the approximately 6.70-km underground section between Charbagh and Chowk Metro Station.
The financial evaluation was completed by the Uttar Pradesh Metro Rail Corporation (UPMRC) on October 5, 2026. Afcons Infrastructure quoted ₹1,383.30 crore against the estimated tender value of ₹1,877.89 crore, making its bid 26.34% below the estimate. The contract award is yet to be made.
The tender covers civil construction works for the Charbagh–Chowk section of Lucknow Metro Phase 1B, spanning approximately 6.70 km and including seven underground stations.
The package carries a stipulated completion period of three years. The tender attracted bids from five major infrastructure companies, highlighting the strong participation in Lucknow Metro's underground construction programme.
Afcons Infrastructure emerged as L1 with its ₹1,383.30 crore offer. Cemindia Projects Limited emerged as the second-lowest bidder (L2) at ₹1,470.71 crore, followed by Larsen & Toubro (L3) at ₹1,558.00 crore.
Hindustan Construction Company (HCC) quoted ₹1,634.52 crore and stood fourth, while Tata Projects submitted a bid of ₹1,778.32 crore.
The spread between the L1 and L2 bids is approximately ₹87.41 crore, while Afcons' offer is significantly below the original estimated value of the package.
The Charbagh–Chowk package is an important component of Lucknow Metro Phase 1B, involving underground construction in a densely developed part of the city. Underground metro packages of this nature require extensive civil and structural works to accommodate tunnels and underground stations while managing existing urban infrastructure.
The selection of L1 follows the completion of the financial evaluation process. UPMRC will take the next steps towards contract award after completing the applicable procurement formalities.

The tender, identified as Tender ID 2026_UPMRC_282117_1, received five bids. The financial evaluation has established the ranking, with Afcons Infrastructure leading the competition.
The ₹1,383.30 crore L1 bid is subject to the completion of the award process, and the financial evaluation alone does not constitute a final contract award.
With a three-year completion schedule, the Charbagh–Chowk underground package represents a significant upcoming construction activity under Lucknow Metro Phase 1B, further advancing the city's metro expansion programme.
