DB Engg – Hill Int'l JV awarded General Consultancy Contract for Gurugram Metro Extn Project

Gurugram, India (Metro Rail Today): In a significant boost to Haryana’s urban mobility infrastructure, Gurugram Metro Rail Limited (GMRL) has officially awarded the General Consultant (GC) contract for the upcoming 28.5 km Gurugram Metro corridor to the joint venture of DB Engineering & Consulting (DB E&C) and Hill International. The contract, valued at ₹110.62 crore, was awarded on 11 July 2025 and marks a critical milestone in the implementation of the long-awaited metro extension.

This elevated metro corridor will run from HUDA Millennium City Centre to Cyber City, forming a semi-ring alignment with 27 strategically located stations. The project aims to connect key commercial and residential zones in both New and Old Gurugram, significantly improving intra-city mobility and easing traffic congestion across the region.

The General Consultant will be responsible for supporting GMRL throughout the project’s four-year development cycle. Their scope includes design review, construction supervision, contract administration, safety assurance, and quality control—functions essential for ensuring adherence to international best practices and timelines.

The GC tender was floated in May 2024, and eight firms submitted bids. However, only two firms—DB E&C – Hill International JV and AYESA Ingenieria y Arquitectura—qualified for the financial evaluation stage after the technical bid round was opened in December 2024. The remaining six bidders, including Aarvee Associates, Consulting Engineers Group Ltd. (CEG), Egis Rail SA, Nippon Koei India Pvt. Ltd., SYSTRA MVA Consulting (India) Pvt. Ltd., and TYPSA India Pvt. Ltd., were disqualified during technical evaluation.

The contract awarded to DB E&C – Hill JV follows the earlier appointment of SYSTRA as the Detailed Design Consultant (DDC) in July 2024, after four rounds of intense competition. Together, these consultancies will lead the planning, monitoring, and execution oversight of Gurugram’s metro corridor, which has seen repeated delays since its approval by the Union Cabinet in June 2023.

"Gurugram Metro Rail Limited, today issued the letter of acceptance for General Consultancy work to the Consortium of DB Engineering & ConsultingandHill International, Inc.for about ₹110.62 crore. This LoA is a result of a long competitive process of QCBS tendering, in which eight bidders participated. The process to award the first civil tender for the viaduct and stations work is already on," said Rajesh Chaturvedi, Director (Rolling Stock & Electrical) at Gurugram Metro Rail Limited.

The 28.5 km metro corridor will connect crucial locations including Subhash Chowk, Hero Honda Chowk, Sector 9, Palam Vihar, and Cyber City, providing seamless interchange with Delhi Metro’s existing lines and boosting regional connectivity. The line is expected to become a vital part of NCR’s public transport ecosystem once completed.

Earlier this year, in May 2025, GMRL had also invited bids for civil construction (Package CC-01) of the first section from Millennium City Centre to Sector 9. However, with the procedural delays, full-scale construction activity is not expected to commence before 2026.

The award of the GC contract is expected to expedite groundwork activities, setting the stage for detailed design finalization, tendering of civil packages, and eventual construction. Once operational, the Gurugram Metro line will significantly enhance last-mile connectivity, reduce vehicular congestion, and contribute to the larger goal of sustainable urban mobility in the National Capital Region (NCR).
