Egis-Led Consortium Wins General Consultancy Contract for Patna Metro Phase 1

Patna, India (Metro Rail Today): A joint venture led by Egis Rail, in collaboration with Egis India, Tumas India, Lion, and PINI India, has been declared the preferred bidder for the General Consultancy (GC) contract of Patna Metro Phase 1 project. The announcement was made by Patna Metro Rail Corporation Ltd. (PMRCL), marking a significant step forward in the metro project’s long-awaited progress.

The selection of the Egis-led consortium was based on the Quality and Cost-Based Selection (QCBS) method. Although the consortium led by Nippon Koei received the highest technical score, it was the Egis JV that ultimately secured the contract with the highest overall combined score of 83.33 out of 100. Their winning financial bid was valued at ₹122.63 crore plus USD 10.77 million, bringing the total to approximately ₹230.32 crore.

This achievement comes at the same time Egis Rail has secured another major consultancy contract for Pune Metro Phase 2, further cementing its leadership in metro infrastructure consultancy across India.

Patna Metro Phase 1 will span 30.91 kilometers, consisting of two mostly elevated corridors with a total of 24 stations, including key interchange points at Khemni Chak and Patna Junction Railway Station. Civil construction on the project began in December 2020 under the execution of NCC and is currently being managed by Delhi Metro Rail Corporation (DMRC). Despite this progress, the project has experienced several delays and is running well behind schedule.

PMRCL had originally invited expressions of interest (EOI) for the General Consultant position in August 2023. This was followed by the issuance of a Request for Proposal (RFP) in March 2024 to shortlisted firms. Technical bids were opened in May 2024, and financial bids were unsealed earlier this month.

The appointment of a dedicated General Consultant is expected to significantly boost the pace and quality of the project by supporting PMRCL in critical areas such as design review, supervision, safety compliance, quality control, and contract management.

However, major challenges remain. A key component of the project—rolling stock and signaling systems—still awaits tendering. This package, which is being financed through Japanese ODA loans by the Japan International Cooperation Agency (JICA), has faced multiple delays. As a result, the 6.1-kilometer priority corridor between Malahi Pakri and New ISBT remains at a standstill. Unless PMRCL opts to lease metro trains or import rolling stock from Delhi Metro, there is growing concern that the Patna Metro will not see commercial operations begin before 2027.
