Kerala forms Expert Committee to evaluate Thiruvananthapuram–Kannur High-Speed Rail Corridor

Thiruvananthapuram, Kerala (Metro Rail Today): The Kerala Government has constituted a high-level expert committee to examine the feasibility of developing a proposed high-speed railway corridor between Thiruvananthapuram and Kannur, marking a significant step toward advancing the state's future mobility infrastructure.

The decision follows the submission of an interim report by the Delhi Metro Rail Corporation (DMRC), which has proposed a 473.20-km standard-gauge high-speed rail corridor connecting the state capital with northern Kerala. The project is being considered as a potential alternative to the previously shelved SilverLine semi-high-speed rail project.

According to an official order issued by the Transport Department, the newly constituted four-member committee will undertake a detailed assessment of the proposal before the state government takes any further decision on the ambitious project.

The expert panel will be headed by the Secretary, Transport (Railways) and includes noted railway expert J. Vinayan, finance specialist Dr. C. Veeramani, and environmental expert Sridhar Radhakrishnan. The government has also appointed NSK Umesh, Officer on Special Duty to the Chief Minister, to assist the committee and facilitate its functioning.

The committee has been tasked with conducting a comprehensive evaluation of the proposed corridor, covering its technical feasibility, financial viability, environmental impact, implementation challenges, and long-term socio-economic benefits for Kerala. The panel has been directed to submit its recommendations and observations to the government within a period of three weeks.

The formation of the expert committee comes in the wake of recent discussions between Kerala Chief Minister V.D. Satheesan and renowned railway engineer E. Sreedharan, popularly known as the "Metro Man" of India, regarding the state's future high-speed rail requirements.

The proposed corridor is expected to play a transformative role in Kerala’s transportation landscape by significantly reducing travel times between the southern and northern regions of the state while supporting economic development, tourism, regional integration, and sustainable mobility goals.

The initiative also reflects a shift in the state's approach to rail-based mobility planning following the cancellation of the controversial SilverLine Project, which faced widespread public opposition over land acquisition concerns, environmental impacts, and project costs.

While the previous United Democratic Front (UDF) government discontinued the SilverLine proposal put forward by the Left Democratic Front (LDF) administration, Chief Minister Satheesan has repeatedly emphasized the need for an efficient and future-ready mass transit system capable of addressing Kerala's growing transportation demands.

Officials indicate that the current proposal is expected to undergo rigorous scrutiny to ensure that lessons learned from the SilverLine experience are incorporated into any future rail infrastructure strategy. The government's focus is likely to remain on minimizing environmental impacts, ensuring financial sustainability, and securing public acceptance before moving toward implementation.
