Before his appointment to the Railway Board, Shri Malhotra served as the General Manager of Chittaranjan Locomotive Works (CLW), one of the premier production facilities in the Indian Railways network. With over 35 years of experience, he brings a wealth of knowledge and expertise to his new role, particularly in the areas of operations, rolling stock, and project management.
A Long and Distinguished Career in Indian Railways
Shri Malhotra’s career with Indian Railways has been marked by significant accomplishments across multiple disciplines. Prior to his tenure at CLW, he was the Chief General Manager (Rolling Stock) at the Delhi Metro Rail Corporation (DMRC) on deputation, where he contributed to the enhancement of rolling stock operations. Over the years, he has also held several important positions, including Divisional Railway Manager (DRM) and General Manager (GM) for various zones, as well as in operations and maintenance of electric locomotives for Western Railway (WR) and Northern Railway (NR).
In his role as DRM for the Solapur Division in Central Railway, Shri Malhotra successfully led a multi-disciplinary team that executed critical projects and managed operations efficiently. His expertise in rolling stock design standardization and reliability improvement was crucial in his earlier position at the Research Designs and Standards Organisation (RDSO), where he contributed to the development of self-generating coaches.
A Strong Educational Background and International Exposure
Shri Malhotra is a graduate of the University of Roorkee (now IIT Roorkee), where he completed his Electrical Engineering degree in 1987. His strong academic foundation has been complemented by specialized training, including an 11-month course at the National Defence College. During this program, he gained valuable insights into strategic thinking and international relations, further enhancing his leadership capabilities.

As Member (Operations & Business Development) at the Railway Board, Shri Malhotra will oversee key aspects of railway operations and business development, including enhancing operational efficiency, improving service delivery, and exploring new avenues for growth and innovation within Indian Railways.
With his vast experience, strategic foresight, and leadership skills, Shri Malhotra is expected to play a pivotal role in steering Indian Railways toward continued growth, modernization, and excellence in service delivery.
