Jupiter Wagons partners with Lucchini RS and SIMEST to build India’s First Private Railwheel Plant

Kolkata, India (Rail & Metro Today): Jupiter Wagons Limited has entered into a strategic partnership with Italy’s Lucchini RS Holding and SIMEST to establish what the company describes as India’s first fully integrated private-sector railwheel manufacturing platform covering wheels, axles and wheelsets.

As part of the transaction, Lucchini RS will acquire a 15% equity stake in Jupiter Tatravagonka Railwheel Factory (JTRWF), while SIMEST, the Italian government-backed financial institution, will acquire an additional 10% stake. The combined 25% stake transaction is valued at approximately €28 million.

The partnership brings together Jupiter Wagons’ manufacturing capabilities and Lucchini RS’s global expertise in railwheel technology, engineering and metallurgy, with the objective of strengthening India’s domestic railway component manufacturing ecosystem.

End-to-End Railwheel Manufacturing in India

According to Jupiter Wagons, the partnership will create an integrated manufacturing platform covering the complete value chain, from raw material processing to finished railway wheels, axles and wheelsets.

The initiative is expected to reduce dependence on imported high-value railway components while supporting the development of advanced manufacturing capabilities within India.

Through JTRWF, the partners aim to address the growing demand for rail wheels and related components from the Indian railway sector while also developing an export-oriented manufacturing platform.

The collaboration is expected to position India as a potential global manufacturing hub for high-value railway components and integrate Indian production more closely with international railway supply chains.

Lucchini RS Brings Global Rail Technology Expertise

Lucchini RS is a global specialist in railway wheels, axles and wheelsets, with expertise spanning metallurgy, engineering, manufacturing and railway component technologies.

Its participation is expected to provide JTRWF with access to advanced technical capabilities and international experience in the design and production of critical railway components.

The partnership will combine this expertise with Jupiter Wagons' established manufacturing capabilities and understanding of the Indian railway market.

The resulting platform is expected to support the development of technologically advanced railway components for passenger trains, freight wagons and other rolling stock applications.

25% Stake Acquisition Valued at €28 Million

Under the transaction, Lucchini RS Holding will acquire a 15% stake in JTRWF, while SIMEST will acquire 10%.

The combined 25% equity investment is valued at approximately €28 million.

SIMEST, an Italian government financial institution, is participating as an equity investor under the Sistema Italia framework, which supports the internationalisation of Italian companies and strategic industrial partnerships.

The collaboration is also supported by CDP, which will provide financial and advisory support to Lucchini RS.

The involvement of Italian financial institutions highlights the strategic nature of the partnership and its potential to deepen industrial cooperation between India and Italy in the railway sector.

Chhatrapati Sambhajinagar and Odisha Facilities

JTRWF's integrated manufacturing platform will combine its existing operational facility at Chhatrapati Sambhajinagar in Maharashtra with a new greenfield manufacturing complex being developed in Odisha.

The Odisha facility is planned to enable end-to-end production of railway wheels, axles and wheelsets once operational.

According to the company, the combination of the two facilities will create India's only fully integrated private-sector railwheel manufacturing platform covering the complete production chain.

The development is expected to significantly expand India's domestic capacity for manufacturing critical railway components as the country accelerates railway modernisation and invests in new-generation rolling stock.

Strengthening India's Railway Manufacturing Ecosystem

India's railway sector is undergoing rapid transformation, with large investments in Vande Bharat trains, high-speed rail, metro systems, freight corridors and modern passenger and freight rolling stock.

This expansion is creating growing demand for specialised components, including wheels, axles and complete wheelsets.

The Jupiter Wagons-Luchini RS partnership could therefore play an important role in supporting the government's broader objective of developing a competitive domestic railway manufacturing ecosystem.

The establishment of integrated private-sector manufacturing capabilities could also improve supply-chain resilience, reduce import dependence and support faster availability of critical components.
