KSM Bashir Mohammad and Sons has emerged as the lowest bidder for the construction of the Uttar Pradesh Metro Rail Corporation (UPMRC)’s new Metro Bhawan headquarters in Lucknow, under Package LKCC-15. This development marks a significant step forward in enhancing the operational infrastructure Bashir for UPMRC, which manages metro systems in Lucknow, Kanpur, and Agra.
Current Headquarters and Need for Expansion
UPMRC is currently headquartered in a modest three-story building in Ambedkar Park. With three operational metro systems and additional projects in the pipeline, there is an increasing need for more office space. The new headquarters will be located near Lucknow Metro’s Sachivalaya Station, providing a central and accessible location for operations.
The new Metro Bhawan will also house Lucknow Metro’s Operational Control Centre (OCC), responsible for managing train operations on the 22.8 km Line-1, which connects Lucknow CCS Airport to Munshi Pulia. This integration will streamline operations and enhance efficiency in managing the metro network.
UPMRC invited bids for the construction of the new building in March 2024, with an estimated budget of Rs. 120.80 crore and a 600-day deadline for completion. The technical bids were opened on May 29, revealing three bidders:

KSM Bashir Mohammad and Sons’ bid of Rs. 101.79 crore was significantly below the UPMRC’s estimate, positioning them as the frontrunner for the contract. Given the competitive bid, the contract is expected to be awarded in the coming weeks without a prolonged evaluation period.
The contract’s scope includes the design and construction of the Metro Bhawan cum OCC building. This encompasses structural, architectural finishing, plumbing, drainage, external development, road works, electrical and mechanical works, HVAC, fire detection, and fire fighting systems. The comprehensive scope ensures that the new headquarters will meet all operational needs and safety standards.
KSM Bashir Mohammad and Sons has a proven track record in metro rail construction projects. They have previously built the Polytechnic Depot for Kanpur Metro Line-1 and were awarded the contract for Line-2’s Agriculture University Depot in March 2024. Additionally, they are currently constructing the Modipuram Depot for the 82 km Delhi-Meerut RRTS project. This extensive experience underscores their capability to deliver high-quality infrastructure projects.
The new headquarters will provide UPMRC with the necessary space and facilities to effectively manage its expanding metro network. The integration of the OCC within the headquarters will enhance operational coordination, leading to improved efficiency and service quality for passengers. The modern infrastructure will also support future expansions and upgrades to the metro systems in Lucknow, Kanpur, and Agra.
