PMRDA appoints Spine Advisory as Transaction Advisor for Pune Metro Line 4 and Line 5

Pune, India (Metro Rail Today): In a significant move towards advancing the development of Pune Metro Line-4 and 5, the Pune Metropolitan Regional Development Authority (PMRDA) has initiated a strategic collaboration with M/s Spine Advisory Pvt. Ltd. This partnership, valued at ₹87,00,000, represents a crucial step forward in ensuring the seamless implementation and success of these vital metro lines.

This collaboration encompasses a comprehensive scope of services to ensure the efficacy of the project. Spine Advisory Pvt. Ltd. will undertake responsibilities such as reviewing financial parameters, assessing project viability, offering advisory services for the preparation of Concession Agreement and bid documents, conducting the bidding process for the selection of the Concessionaire, and maintaining, updating, and disseminating necessary project-related data and information. Additionally, the consultancy will assist in responding to queries from bidders and stakeholders satisfactorily and within specified timelines, providing advisory services up to the signing of the Concession Agreement, and during the conditions precedent period.

Moreover, Spine Advisory will critically evaluate the Detailed Project Reports (DPRs) prepared by Delhi Metro Rail Corporation (DMRC) for Pune Metro Line 4 and Urban Mass Transit Company (UMTC) for Pune Metro Line 5. This review will encompass assessment of the project scope in alignment with identified service needs, evaluation of technical feasibility, including output specifications and technology appropriateness, analysis of technical and operational practicality, and life cycle costs for major components. The consultancy will also make recommendations for areas of improvement based on the technical aspects of the project.
