Two Consortia Bid for General Consultancy Contract for Hyderabad Metro Phase 2 Project
Chennai, India (Rail & Metro Today): Systra MVA Consulting (India) Pvt. Ltd. has emerged as the lowest (L1) bidder for the preparation of a detailed project report (DPR) for the proposed Chennai Metro extension from Kilambakkam to Chengalpattu in Tamil Nadu. The consultancy firm submitted a financial bid of ₹1.38 crore, according to the tender results published on November 3, 2026.
The tender was invited by Chennai Metro Rail Limited (CMRL) to undertake the detailed project report for the proposed extension, which is expected to improve public transport connectivity between the southern suburbs of Chennai and the Chengalpattu region.
Two firms participated in the financial bidding process. Systra MVA Consulting emerged as the L1 bidder, while Aarvee Engineering Consultants Limited submitted the second-lowest bid of ₹1.99 crore. The difference between the two bids is approximately 44.4%, with Systra's offer being lower.
CMRL published the tender on August 3, 2026, and the bid submission process closed on September 16, 2026. The financial bids were opened on November 3, 2026, following the evaluation process.
The tender carries an earnest money deposit (EMD) requirement of ₹2.54 lakh and a stipulated completion period of 120 days. While Systra MVA has emerged as the L1 bidder, the contract award remains pending and the final ranking may be subject to the authority's evaluation and approval.
The DPR assignment will be an important planning step for the proposed metro extension. A detailed project report typically examines route alignment, station locations, passenger demand, engineering requirements, project costs, implementation strategy and financial feasibility. Its findings help the project authority assess the proposed corridor and take decisions on subsequent development stages.
The proposed Kilambakkam–Chengalpattu extension is expected to support improved regional connectivity in the rapidly developing southern part of the Chennai metropolitan area. Kilambakkam is an important transport location, with the Kalaignar Centenary Bus Terminus serving intercity and long-distance bus passengers.
A metro connection towards Chengalpattu could strengthen links between major residential areas, employment destinations and regional transport facilities, while providing an additional public transport option for commuters.
The emergence of Systra MVA as the L1 bidder marks progress in the project's consultancy procurement process. Following the completion and approval of the DPR, further decisions on alignment, project financing, construction packaging and implementation timelines will determine the next steps for the proposed extension.
