Three Global Firms Bid for Interim Consultancy Contract of Mumbai Metro Line 11

Mumbai, India (Metro Rail Today): The Mumbai Metro Rail Corporation Ltd. (MMRC) has received bids from three international consultancy firms for the Interim Consultant contract of the proposed 18-km Mumbai Metro Line 11 (Green Line), which will connect Anik Bus Depot to Gateway of India through 14 underground stations.

The six-month interim consultancy is a critical early-stage assignment aimed at kickstarting pre-construction activities. The selected consultant will assist MMRC in preparing tender documents for key long-term consultancy packages that will span the entire implementation period of the project. MMRC had invited bids for this contract in mid-October with a 180-day completion timeline, though the estimated contract value was not disclosed.

The three firms that have submitted bids are:

  • Oriental Consultants Global Co. Ltd.

  • PADECO Co., Ltd

  • SYSTRA MVA Consulting (India) Pvt. Ltd.

With this, the project has moved into the technical evaluation stage, a process that is expected to take a couple of months. Once completed, financial bids of technically qualified bidders will be opened to determine the lowest bidder and the likely Interim Consultant.

Mumbai Metro Line 11, once realised, is expected to become the city’s third fully underground metro corridor after Line-3 (Aqua Line) and the upcoming Line-7A (Red Line). Over the past year, MMRC has revised the alignment multiple times, with the latest plan reducing the number of stations from 16 to 14. Proposed stations at Crawford Market and Coal Bunder have been dropped.

The current alignment includes stations at Anik Bus Depot, Wadala Depot, CGS Colony, Ganesh Nagar, BPT Hospital, Sewri, Hay Bunder, Darukhana, Byculla, Nagpada Junction, Bhendi Junction, CSMT Metro (interchange with Line 3), Horniman Circle and Gateway of India.

Notably, PADECO was part of the General Consultant team for Mumbai Metro Line 3 and also handled detailed design consultancy for the Aarey Depot. Meanwhile, groundwork for Mumbai Metro Line 11 has begun in a limited form—Geomarine Dynamics India Pvt. Ltd., declared the lowest bidder for geotechnical soil investigations in October 2024, has already deployed rigs across South Mumbai.

Despite these developments, MMRC officials acknowledge that the project still faces a long road ahead, including statutory approvals, financial closure, detailed design, and construction tenders. On current timelines, construction is unlikely to commence before 2028, even under optimistic assumptions.
