Jaipur, India (Rail & Metro Today): Cemindia Projects Limited has emerged as the lowest bidder (L1) for Jaipur Metro Rail Corporation’s (JMRC) NCB 2C-02 civil construction package, quoting ₹921.63 crore. The financial bids were opened on 15 October 2026, with the contract award still pending.
The package covers the construction of twin tunnels, an underground ramp and underground stations at Sanganer Police Station and Jaipur Airport. The project is an important part of Jaipur’s metro infrastructure development, aimed at strengthening urban connectivity and improving access to key locations.
Against JMRC’s estimated package cost of ₹1,160.26 crore, Cemindia Projects submitted the lowest bid of ₹921.63 crore, approximately 20.57% below the estimate.
J. Kumar Infraprojects Limited secured the second position with a bid of ₹923.95 crore, followed by AFCONS Infrastructure Limited, part of the Shapoorji Pallonji Group, at ₹927 crore. Larsen & Toubro ranked fourth with a bid of ₹937 crore, while SAM (India) Builtwell Private Limited placed fifth at ₹939.41 crore. Tata Projects ranked sixth with a bid of ₹986.50 crore.
AKVIKSHA was technically rejected and did not proceed to the financial bidding stage.
The contest between the top two bidders was particularly close. Cemindia’s bid is just ₹2.32 crore lower than J. Kumar Infraprojects’ offer, representing a difference of approximately 0.25% of the L2 bid. The narrow margin highlights the competitive nature of the tender.
The NCB 2C-02 package includes technically demanding underground civil works, including twin-tunnel construction, an underground ramp and stations serving Sanganer Police Station and Jaipur Airport. Such works require careful coordination of tunnelling, station construction, safety measures and integration with surrounding urban infrastructure.
Underground metro construction in densely developed urban areas can help reduce surface-level disruption and preserve road space. However, it also requires detailed geotechnical planning, effective traffic management and rigorous monitoring during construction.
The proposed station infrastructure is expected to strengthen metro access to important urban destinations, subject to the overall project’s approved scope and implementation schedule.
With Cemindia Projects emerging as L1, the next milestone is JMRC’s completion of the applicable evaluation and approval procedures, followed by the formal award of the contract. The L1 position does not, by itself, constitute a contract award.
The final award and subsequent execution of the package will be important milestones in advancing Jaipur’s metro infrastructure development.
