AECOM–NIPPON KOEI JV appointed as PMC Consultant for Chennai Metro Phase 1 capacity enhancement

Chennai, India (Rail & Metro Today): Chennai Metro Rail Limited (CMRL) has signed a consultancy agreement with AECOM India Private Limited in Joint Venture (JV) with NIPPON KOEI India Private Limited for the appointment of a Project Management Company (PMC) for the Chennai Metro Phase 1 Network Capacity Enhancement Project.

The consultancy contract has been awarded at a total value of ₹35.97 crore, inclusive of all applicable taxes and duties. The appointment is aimed at supporting CMRL in augmenting the capacity of its existing Phase 1 network to meet growing passenger demand while ensuring safe, reliable and uninterrupted metro operations.

Agreement Signed in Chennai

The consultancy agreement was signed at METROS, Nandanam, Chennai, by Thiru. Manoj Goyal, Director (Systems & Operations), CMRL, and on behalf of the AECOM–NIPPON KOEI JV by Thiru. Sunil Kumar Reddy Kasa, Regional Director, and Thiru. Satish Lal Suneja, Associate Director.

The signing ceremony was witnessed by Thiru. K. Mani Venkata Kumar, Chief General Manager (S&T), along with Thiru. S. Ramasubbu, Thiru. C. Balamurugan, Additional General Manager (Rolling Stock) and other senior officials from CMRL and the consulting consortium.

The agreement marks the formal commencement of the PMC consultancy for a project focused on strengthening the performance and capacity of Chennai Metro’s operational Phase 1 system.

Capacity Enhancement for Existing Metro Network

The Phase 1 Network Capacity Enhancement Project has been conceived to address increasing ridership demand on CMRL’s existing metro network. Rather than focusing solely on network expansion, the project seeks to enhance the capacity and efficiency of infrastructure already in operation.

The planned interventions will cover systems, infrastructure and rolling stock, with the objective of enabling CMRL to accommodate higher passenger volumes while maintaining the safety, reliability and continuity of metro services.

According to Mrs. Mamta Shah, MD & CEO, Urban Infra Group, strengthening existing metro infrastructure is becoming increasingly important as ridership grows.

As passenger demand increases, optimising existing infrastructure, rolling stock and systems can provide additional capacity while making better use of investments already made. The appointment of a dedicated PMC should help CMRL coordinate these complex interventions without compromising the reliability of daily passenger services.”

Wide-Ranging Consultancy Scope

As the Project Management Company, the AECOM–NIPPON KOEI JV will be responsible for supporting CMRL across multiple stages of the project.

The consultancy scope includes Project Management Consultancy services and preparation of Detailed Design Documents for civil, track, and electrical and mechanical works. The assignment will also cover the preparation of basic designs for various system packages, preparation of bid documents and tender assistance.

The PMC will further provide construction supervision, project management and technical assistance associated with implementation of the Phase 1 Network Capacity Enhancement Project.

This broad scope places the consortium at the centre of project planning, technical coordination, procurement support, construction monitoring and implementation management.

Managing Complex Works on an Operational Network

Enhancing an existing metro system presents different challenges from developing a completely new corridor. Construction and systems-related interventions have to be planned around an operational railway, requiring careful coordination to minimise disruption to passenger services.

The PMC will therefore play an important role in coordinating the various project components, monitoring implementation progress and providing technical support to CMRL throughout the project lifecycle.

The involvement of AECOM and NIPPON KOEI also brings together international and domestic engineering and project-management expertise for the capacity enhancement programme.

Strengthening Chennai Metro’s Existing Assets

The Phase 1 Network Capacity Enhancement Project is expected to help CMRL respond to changing travel patterns and increasing demand by improving the capacity and performance of its existing assets.

With Chennai continuing to expand its metro network, strengthening the operational Phase 1 system can complement the development of new corridors and help create a more resilient urban rail network. Improved rolling stock capacity, system upgrades and infrastructure enhancements can collectively contribute to higher passenger-handling capability.

The signing of the ₹35.97 crore consultancy agreement therefore marks an important preparatory milestone for CMRL’s capacity enhancement programme. As the AECOM–NIPPON KOEI JV begins its PMC responsibilities, its focus will be on detailed planning, design, procurement support, construction supervision and coordinated implementation to help CMRL enhance network capacity while maintaining safe, reliable and uninterrupted metro services.
