Gurugram, India (Metro Rail Today): In a key development for the much-anticipated Gurgaon Metro expansion, eight major civil engineering firms have submitted bids for the first civil construction package (CC-01) of the upcoming 28.5-kilometre ring line connecting HUDA Millennium City Centre and Cyber City.
The elevated corridor, being developed by Gurgaon Metro Rail Limited (GMRL)—formerly known as the Haryana Mass Rapid Transport Corporation Ltd. (HMRTC)—will serve as a circular lifeline for the city. It is designed to improve connectivity between Gurugram and Old Gurugram with 27 strategically located metro stations.
The CC-01 package involves construction of:
13.197 km of elevated viaduct between Millennium City Centre and Sector 9 (chainage -594 m to 12603 m)
14 elevated metro stations
1.85 km spur line from Basai to Dwarka Expressway
A ramp connecting to the upcoming Sector 33 Depot
According to industry sources, the estimated project cost for CC-01 is approximately Rs. 1,286 crore, although GMRL has yet to officially confirm this figure. The scope notably excludes pre-engineered buildings (PEB) and architectural finishing works, which will be tendered separately.
The following eight firms submitted bids ahead of the deadline:
Afcons Infrastructure Ltd.
Dilip Buildcon Ltd. (DBL)
DRA Infracon Pvt. Ltd.
GR Infraprojects Ltd.
J Kumar Infraprojects Ltd.
Kalpataru Projects International Ltd.
Larsen & Toubro Ltd. (L&T)
Rail Vikas Nigam Ltd. (RVNL)
The bids have now entered the technical evaluation phase, which could take several weeks. Once the process is complete, financial bids of the technically qualified firms will be opened to determine the lowest bidder, who will likely be awarded the contract.
The Gurgaon Metro’s ring line was officially approved for construction by the Union Cabinet in June 2023. Since then, the pace of progress has been measured, with this civil package marking the first major construction milestone. The CC-01 contract carries a deadline of 721 days (approx. two years) from the date of award.
SYSTRA MVA Consulting (India) was appointed as the Detailed Design Consultant (DDC) for the project in October 2024. GMRL invited bids for CC-01 in March 2025.
Earlier, in December 2024, GMRL had also received eight bids for the project’s General Consultant contract, for which technical bid evaluation is still ongoing. Despite earlier delays and slower participation in some tendering phases, the strong response for CC-01 signals growing momentum.
The 28.5 km corridor is expected to play a pivotal role in alleviating traffic congestion and offering a reliable mass transit alternative across Gurgaon. Once fully operational, the network is anticipated to significantly improve urban mobility and boost economic activity across the city.
