Mumbai, India (Metro Rail Today): Titagarh Rail Systems has been declared the lowest bidder for supplying five major critical systems for Mumbai Metro’s 15.18 km Line-6 (Pink Line), according to sources. The Mumbai Metropolitan Region Development Authority (MMRDA) announced the results of the bidding process earlier this week.
The contract, known as Package CA-232, includes rolling stock (18 trains with six coaches each), CBTC signaling & train control (S&TC), telecommunication, platform screen doors (PSDs), and machinery & plant (M&P) for Kanjurmarg Depot. These systems are collectively referred to as RSTPD.
Titagarh’s partners for signaling and other smaller-value components remain undisclosed and will likely be revealed upon contract finalization.
Mumbai Metro Line-6 will connect Swami Samarth Nagar (Lokhandwala) to Vikhroli via 13 elevated stations. Construction has been underway since 2019, led by J Kumar Infraprojects (Packages BC-01R1 & BC-03) and MBZ – EIIL JV (Package BC-02R).
MMRDA initially invited bids for the contract in June 2023, canceled them in October, and reissued the tender in February 2024 with an estimated budget of ₹2064.63 crore. Three firms participated in the bidding process, but only two qualified for the financial bid stage. Further details, including bid values, are awaited.
The New Development Bank (NDB) will finance the design and build component of this contract with a $241 million loan approved in 2020. MMRDA will cover the 17-year comprehensive maintenance cost, which includes a two-year Defects Liability Maintenance Period (DLP).
Under MMRDA’s scope, the project involves designing, manufacturing, supplying, installing, integrating, testing, and commissioning rolling stock, communication-based signaling, telecommunication, platform screen doors, and depot machinery & plant. This includes 15 years of maintenance post-DLP.
If awarded, this will be Titagarh’s fourth major metro rolling stock order in India, following Pune Metro (102 coaches, 2019), Ahmedabad Metro (30 coaches, 2023), and Surat Metro (72 coaches, 2023). Additionally, Titagarh is assembling 204 coaches in partnership with CRRC for Bangalore Metro under contract 4RS-DM.
Initially, Line-6’s rolling stock was to be procured under Package CA-130 / MRS 3, while signaling, telecommunication, and PSDs were planned under Package CA-132. Package CA-232 now consolidates these systems. Per its schedule, the prototype train was expected to be delivered within 52 weeks of contract signing, with the remaining 17 trains tested and ready for commercial operations within 104 weeks. However, MMRDA has since relaxed these aggressive deadlines.
Given the revised schedule and recent trends in metro train deliveries for Agra & Kanpur and Bhopal & Indore metros, commercial operations on Mumbai Metro Line-6 are unlikely to begin before mid-2027. Meanwhile, IRCON was declared the lowest bidder for Package CA-233, covering the line’s power supply, traction system, electrical & mechanical (E&M) systems, lifts, and escalators. However, IRCON has yet to receive a Letter of Award (LOA).
