Mumbai, India (Metro Rail Today): In a significant boost to Mumbai’s urban infrastructure ambitions, Larsen & Toubro (L&T) has officially been awarded the high-value Package CA-234 contract by the Mumbai Metropolitan Region Development Authority (MMRDA) for the development of key systems on Mumbai Metro Line 4 & Line 4A. The ₹4,788 crore contract spans a 35.2 km corridor from Wadala to Kasarvadavali to Gaimukh, and includes everything from rolling stock and signalling to platform screen doors and depot systems, with long-term maintenance obligations extending beyond a decade.
L&T clinched the contract by outbidding NCC Limited, whose financial bid stood at ₹5,115 crore. Only two firms had submitted proposals after MMRDA re-invited tenders in February 2024 with a revised estimated project cost of ₹4,279.49 crore. Following a rigorous evaluation process, L&T was declared the winner on 19 September 2025. The awarded Letter of Acceptance (LoA) confirms L&T’s leadership position in India’s rail infrastructure sector.
The contract encompasses comprehensive scope including:
39 trains (six-coach trainsets totaling 234 coaches) for Lines 4 & 4A
CBTC-based signalling & train control systems
Telecommunication systems for operational reliability and safety
Platform Screen Doors (PSDs) across stations for enhanced passenger safety and climate control
Depot Machinery & Plant (M&P) for the critical Mogharpada Depot
Two-year defect liability followed by 15 years of system maintenance
The trainsets will be delivered in batches, starting with a prototype:
Batch 1: 1 Prototype Train – within 52 weeks (1 year)
Batch 2: 9 Trains – 70 weeks (~1.3 years)
Batch 3: 10 Trains – 88 weeks (~1.7 years)
Batch 4: 10 Trains – 104 weeks (2 years)
Batch 5: 9 Trains – 112 weeks (~2.2 years)
One of the standout features of the contract is the inclusion of Communications-Based Train Control (CBTC) technology, enabling higher frequency and automated train operations. The addition of Platform Screen Doors aligns with global safety standards while supporting energy efficiency in station climate control.
The 15-year maintenance period, following the standard 2-year DLP, ensures that the entire system—from rolling stock to depot machinery—will operate with optimal performance, backed by L&T’s engineering capabilities.
This is one of the largest metro infrastructure contracts awarded in Mumbai in recent years and forms a critical component of the Green Line (Lines 4 & 4A). The 35.2 km corridor is expected to significantly ease traffic congestion, enhance east-west connectivity, and support sustainable urban growth across key regions of Mumbai.
With funding arrangements involving international financial institutions, and prior groundwork already underway, the award of Package CA‑234 marks a turning point in execution for the Mumbai Metro’s next phase.
The total contract timeline spans 3,723 days (~10.2 years), providing ample room for:
Design & engineering
Manufacturing & supply chain alignment
Installation & testing
System integration
Maintenance & lifecycle support
This extended timeline also offers a structured roadmap to ensure quality and safety benchmarks are met consistently throughout the implementation and operational phase.
Mumbai’s rapid urbanisation requires next-gen public transport systems, and projects like Metro Line 4 & 4A will play a central role in shaping the city’s smart mobility vision. With high-speed corridors, automation, and commuter safety becoming key pillars, this contract brings Mumbai closer to being a global city with world-class urban transit.
