New Delhi, India (Metro Rail Today): In a significant development for India’s first high-speed rail corridor, Larsen & Toubro (L&T) Limited has been declared the lowest bidder for Package T-1, the third and final track-related contract for the 508.17 km Mumbai–Ahmedabad High Speed Bullet Train project.
Supervised by the National High Speed Rail Corporation Ltd. (NHSRCL), this package involves track construction across a 156.855 km stretch in Maharashtra, connecting Bandra-Kurla Complex (BKC) in Mumbai to Zaroli village near the Gujarat border. This segment includes track laying for:
The 1.028 km C-1 underground section, where BKC Station is being constructed by the MEIL–HCC JV
The 20.377 km C-2 underground tunnel, awarded to Afcons Infrastructure
The 135.45 km C-3 elevated viaduct and stations, already under execution by L&T
The bidding process for Package T-1 began in October 2024 with a contract duration of 2157 days (approximately 5.9 years). Technical bids were opened in May 2025. Out of three participating firms, only two qualified for financial evaluation — L&T and the DRA Infracon – DMRC JV — after KEC International – Rahee JV was disqualified due to non-compliance.
L&T’s bid was approximately ₹4,571.37 crore, which included a mix of Indian rupees, Japanese yen, and US dollars (₹1,685.37 crore + JPY 44.75 billion + USD 28.34 million). The DRA–DMRC JV submitted a bid of around ₹4,776.05 crore, making L&T the clear lowest bidder. The official estimate by NHSRCL hasn’t been disclosed, but L&T’s comprehensive bid places it in a strong position for award.
If confirmed, this will mark L&T’s ninth major contract win in the bullet train project, adding to earlier civil contracts (C3, C4, C5, C6, D2) and systems packages (EW-1, P4, T3).
The MAHSR corridor is deploying the Japanese J-Slab track system, a high-precision, ballastless technology used in Japan’s Shinkansen network. In 2023, L&T launched a dedicated Track Slab Manufacturing Facility (TSMF) in Anand, Gujarat, to support slab production for this corridor.

Package T-2, awarded to IRCON International, covering Zaroli to Vadodara (237.1 km)
Package T-3, awarded to L&T, covering Vadodara to Sabarmati Depot (114.6 km)
With the track work contract in Maharashtra now nearing finalization, NHSRCL moves a step closer to full-scale implementation of the ₹1.1 lakh crore (~US $15 billion) Mumbai–Ahmedabad Bullet Train project. This transformative infrastructure initiative, being developed with financial and technical assistance from Japan International Cooperation Agency (JICA), is expected to drastically reduce travel time between Mumbai and Ahmedabad.
While civil and systems works are progressing steadily, commercial operations are unlikely to begin before 2028, pending the completion of construction, testing, and safety clearances.
