Mumbai, India (Metro Rail Today): Infrastructure major Larsen & Toubro Limited (L&T) has received a Letter of Acceptance (LoA) from the Mumbai Metropolitan Region Development Authority (MMRDA) for Package CA-298, the electrification and E&M systems contract for Mumbai Metro Line 4 and Line 4A. The 35.2-km corridor will connect Wadala–Kasarvadavali–Gaimukh, forming one of Mumbai’s most critical north–south mass transit links.
MMRDA had invited bids for the contract with a 2556-day execution period. Technical bids were opened on 24 October 2025, with three firms participating. Following the technical evaluation on 14 November 2025, one bidder was disqualified. Financial bids were evaluated on 21 January 2026, after which L&T emerged as the lowest bidder and was subsequently awarded the LoA.
| Firm | Bid Value |
|---|---|
| Larsen & Toubro Limited | ₹1,260 crore (L1) |
| Ircon International Limited | ₹1,410 crore (L2) |
The contract covers Design, Manufacture, Supply, Installation, Integration, Testing and Commissioning of:
Power Supply and Traction Systems
Electrical & Mechanical (E&M) works
Lifts & Escalators
The scope also includes 5 years of Comprehensive Maintenance after a 2-year Defect Liability Maintenance Period for Mumbai Metro Line 4 and its extension Line 4A.
This marks the third major contract secured by L&T for Mumbai Metro Line 4 & 4A, reinforcing its pivotal role in the project’s delivery. Earlier, L&T had received LoAs for:
Package CA-234: Rolling Stock, CBTC Signalling & Train Control, Telecommunication, Platform Screen Doors, Depot Machinery & Plant, including 15 years of Comprehensive Maintenance after DLP.
Package CA-168: Design and construction of ballastless trackwork on the mainline and sidings between Bhakti Park and Mulund Fire Station sections.
Commenting on the development, Mrs. Mamta Shah, MD & CEO, Urban Infra Group, said: “The award of Package CA-298 to L&T is a significant milestone for Mumbai Metro Line 4 and 4A. Electrification, traction, and E&M systems are the backbone of reliable metro operations, and L&T’s cumulative role across rolling stock, systems, trackwork, and now power supply brings strong integration advantages. This contract will accelerate progress on one of Mumbai’s most awaited corridors, which is vital for sustainable urban mobility and congestion reduction.”
Mumbai Metro Line 4 and Line 4A together form a high-capacity elevated corridor aimed at easing congestion along the Eastern suburbs and providing seamless connectivity between Mumbai and Thane. With multiple critical packages now consolidated under L&T, the project is expected to benefit from improved coordination, systems integration, and execution efficiency.
The latest LoA further underlines MMRDA’s push to fast-track metro expansion and strengthen Mumbai’s public transport backbone through proven engineering and lifecycle-focused contracting.
