Milind K. Deouskar takes charge as General Manager of Metro Railway Kolkata

Kolkata, India (Metro Rail Today): In a key leadership development for Kolkata’s expanding metro network, Shri Milind K. Deouskar, a seasoned officer of the Indian Railway Management Service (IRMS), has officially assumed charge as the General Manager of Metro Railway Kolkata effective 1st September 2025. With his deep-rooted experience in operations, modernization, and strategic management, Shri Deouskar is expected to spearhead the next phase of growth and transformation for the city’s lifeline.

This appointment reflects the Ministry of Railways’ continued focus on experienced leadership to drive infrastructure projects and improve service delivery. Shri Deouskar will also continue serving as General Manager of Eastern Railway, a dual responsibility that underscores the trust placed in his multi-dimensional capabilities.

On his first day in office, Shri Deouskar conducted a high-level review meeting with Principal Officers at Metro Rail Bhavan, signalling a proactive and structured approach to his new role.

A Distinguished Career Across Indian Railways

Shri Deouskar joined the Indian Railway Stores Service (IRSS) in 1987 and later became part of the IRMS. Over the decades, he has held several significant roles, including:

  • Additional Divisional Railway Manager, Pune Division

  • Secretary, Railway Board, New Delhi

  • Principal Chief Materials Manager, ICF, Chennai

  • Chief Materials Manager, Central Railway & Konkan Railway Corporation Ltd

His postings at Kalyan, Jhansi, Bhusawal, and Integral Coach Factory (ICF), Chennai, further enriched his expertise in procurement, operations, project implementation, and rolling stock management.

An alumnus of Maulana Azad College of Technology (now NIT Bhopal), Shri Deouskar holds a degree in Mechanical Engineering. He has also completed advanced management programs at INSEAD Singapore/Malaysia and attended strategic leadership workshops at the Indian School of Business (ISB), Hyderabad, combining technical acumen with executive leadership.

In 2003, he was honoured with a National Railway Award by the Hon’ble Railway Minister for exceptional service. Beyond the workplace, Shri Deouskar is an active supporter of sports and cultural initiatives, reflecting a holistic leadership style that values both performance and people.
