New Delhi, India (Metro Rail Today): State-owned Rail Vikas Nigam Limited (RVNL) on Tuesday announced a change in its top leadership, with Saleem Ahmad assuming charge as the company’s new Chairman and Managing Director (CMD), while Sukhmal Chand Jain has ceased to hold the post with effect from December 23.
In an official statement, RVNL said the leadership transition marks the beginning of a new phase for the PSU, which plays a critical role in executing railway and infrastructure projects across the country.
Prior to joining RVNL, Saleem Ahmad was serving as Director (Projects) at NBCC (India) Ltd. A Civil Engineering graduate from Jamia Millia Islamia University, New Delhi, Ahmad brings with him more than 35 years of experience in the construction and infrastructure sector.
His professional expertise spans the execution of large-scale infrastructure projects, including bridges, tunnels, metro rail works, and residential and commercial developments.
Before his stint at NBCC, Ahmad served as Executive Director (Civil) at Delhi Metro Rail Corporation (DMRC), where he was closely involved in several key metro infrastructure initiatives. He has also been associated with the Mumbai Port Trust, further strengthening his exposure to complex, multi-modal infrastructure projects.
RVNL highlighted that Ahmad has made significant contributions to sustainable infrastructure development and has presented technical papers at national and international forums.
During his tenure at DMRC, he played an important role in designing and implementing last-mile connectivity solutions, a crucial component in improving metro ridership and integrating urban transport networks.
Industry observers believe his metro rail experience will be particularly relevant as RVNL continues to expand its footprint beyond conventional railway projects into metros, RRTS, station redevelopment, and international assignments.

RVNL is a key PSU under the Ministry of Railways, responsible for project development, implementation and financing of rail infrastructure projects, including new lines, doubling, electrification, metro rail works and overseas assignments.
With the appointment of Saleem Ahmad as CMD, RVNL is expected to sharpen its focus on timely project delivery, diversification into urban transport projects, and alignment with India’s long-term infrastructure vision under Viksit Bharat.
