Gurugram, India (Metro Rail Today): In a major development for the long-awaited Gurgaon Metro expansion, Dilip Buildcon Ltd. – Ranjit Buildcon Ltd. JV (DBL–RBL JV) has emerged as the lowest bidder for the ₹1,503.63 crore civil construction Package CC-01, a critical component of the proposed 28.5 km elevated ring metro line connecting HUDA Millennium City Centre to Cyber City via Old Gurugram.
The bidding results, officially disclosed on Friday, mark a significant milestone in the implementation of the Gurgaon Metro Rail Ltd. (GMRL) project—formerly known as Haryana Mass Rapid Transport Corporation Ltd. (HMRTC). The corridor will feature 27 stations and is set to become a crucial connector between New and Old Gurugram, integrating several dense residential and commercial pockets under a single rapid transit route.
Package CC-01 covers the construction of a 13.197 km viaduct, 14 elevated metro stations, a 1.85 km spur to Dwarka Expressway from Basai, and a ramp to the Sector 33 Depot. It also includes a vehicular underpass at Bhaktawar Chowk, which is expected to help reduce traffic congestion in the area. While the official cost estimate by GMRL is undisclosed, industry sources suggest it was approximately ₹1,286 crore—making DBL-RBL’s bid 16.87% higher, likely prompting price negotiations before the contract is awarded. The tender for this package was floated in March 2025 with a 721-day (two-year) execution deadline. In total, eight firms submitted bids, with DRAIPL–DMRC JV and RVNL disqualified at the technical stage. Other notable bidders included KPIL–HG Infra JV (₹1,559.55 Cr), Larsen & Toubro (₹1,571.60 Cr), Afcons Infrastructure (₹1,651.70 Cr), and J Kumar Infraprojects (₹1,812.86 Cr).
The Gurgaon Metro project has been delayed for years despite being approved by the Union Cabinet in June 2023. However, momentum is now building. In parallel with civil contracting, GMRL recently issued the Letter of Acceptance (LoA) to DB Engineering & Consulting – Hill International JV for the General Consultant (GC) role, and SYSTRA MVA Consulting was earlier appointed as the Detailed Design Consultant (DDC) in October 2024.
Once operational, this ring metro line is expected to radically transform urban mobility across Gurugram, reducing dependence on private vehicles and offering seamless connectivity to Delhi Metro’s Yellow Line and Rapid Metro. The alignment will serve key urban zones including Sector 9, Sector 10, Basai, Hero Honda Chowk, Rajiv Chowk, Subhash Chowk, and Udyog Vihar, before terminating at Cyber City—Gurugram’s prominent IT and commercial hub.
The announcement of DBL-RBL as the lowest bidder reflects growing confidence in public-private partnerships to deliver high-impact infrastructure under tight timelines. Authorities now aim to expedite negotiations to avoid costly delays or retendering.
With this key contract near finalization, Gurgaon is a step closer to realizing a future-ready metro network that complements the NCR’s expanding transit ecosystem and addresses the region’s mobility, pollution, and congestion challenges.
