Delhi Govt looking for new Managing Director of Delhi Metro Rail Corporation

New Delhi, India (Metro Rail Today): Delhi Government has issued a fresh recruitment notice for the selection of a new Managing Director for Delhi Metro Rail Corporation Limited (DMRC). The present Managing Director Mangu Singh was given several extensions after his superannuation on December 31, 2017, despite poor performance and controversy in his role in the implementation of the disputed Delhi Metro Airport Express line, and finally, the Government has decided to replace him with new Managing Director for implementation of Phase 4 of Delhi Metro Rail Project.

Mangu Singh was elevated as Managing Director on January 1, 2012, after his predecessor, Dr. E Sreedharan handed over charge to him on December 31, 2011. The extended term of Mangu Singh comes to an end on March 31, 2022.

Role & Responsibility

According to the recruitment notice, the new Managing Director as the Chief Executive Officer will be responsible for the overall functioning of the organization. He/she will be responsible for the successful implementation of the Delhi MRTS project within budget and time period. As the leader of approx. 14500 workforce of Delhi Metro, he/she will be responsible for smooth operations of the Metro system.

He/she will also be responsible for the planning of the expansion of the Delhi MRTS project and should initiate timely action including preparation of DPR, tying up of funds, and arranging Govt. approvals. He/she should run the metro operations with a vision of affordability of the services to the common man yet ensuring the sustainability of the system on its own. Further, he will be responsible for bringing Consultancy work including Project Management and execution work of other metro projects in India & abroad. 

Eligibility

Age Limit

Minimum 45 years and Maximum 58 years. However, the internal candidate will be given 2 years extra relaxation in the upper age limit. The age of superannuation is 65 years.

Education & Experience

The applicant should be an engineering graduate preferably from the civil or electrical engineering discipline with a good academic record from a recognized university/institution. He should possess adequate experience at a senior level of management in a large organization of repute. Persons with post-graduate qualifications in project management, MBA qualifications, and having experience in implementing and operating rail-based mass transit systems will have added advantages. Knowledge of planning, development, execution of metro projects or major rail-based projects is desirable.

Applicants from the government or public sector should have a minimum of 28 years of service in Group-A or equivalent executive grade.

Applicants from the private sector should have a minimum of 5 years experience as CEO or a Director in an organization of repute and should have handled multi-disciplinary engineering projects preferably in urban situations.

Government officers of the rank of Additional Secretary in Government of India or an equivalent scale with a brilliant track record of handling multi-disciplinary rail-based mass transit projects for at least 3 years will be eligible for consideration on an immediate absorption basis.

Pay Scale

The pay scale of the post is ₹2,00,000-3,70,000/- (IDA) and other allowances/perks/privileges as applicable to the post of Managing Director as per DMRC’s rules.

Duration of Appointment

The appointment shall be for a period of 5 years or the date of superannuation, whichever is earlier.
