Mumbai, India (Metro Rail Today): In a significant move, the Mumbai Metropolitan Region Development Authority (MMRDA) has re-invited bids for the supply of five critical systems for Mumbai Metro's Line-4 and Line-4A (Green Line) under Package CA-234. This development comes two years after Alstom Transport withdrew from the project due to slow civil construction progress.
The new tender includes the supply of rolling stock (39 trains with 6 coaches each), CBTC signaling & train control (S&TC), telecommunication, platform screen doors (PSDs), and depot machinery & plant (M&P) for Mogharpada Depot. The estimated cost of the contract is ₹4,297.49 crore.
As per MMRDA, the scope of work includes Design, Manufacture, Supply, Installation, Integration, Testing and Commissioning of Rolling Stock, Communication Based Signaling & Train Control, Telecommunication, Platform Screen Doors Systems and Depot Machinery & Plant including 15 Years of Comprehensive Maintenance After 2 Years of Defect Liability Maintenance Period of Line 4 and Extension Corridor (4A) [Wadala – Kasarvadavali – Gaimukh] of Mumbai Metro Rail Project.
Germany's KfW will fund the design and build component of the contract through a EUR545 million loan over 168 weeks). MMRDA will fund the comprehensive maintenance component for 17 years, including a 2-year Defects Liability Maintenance Period (DLP).
The tender schedule outlines the delivery of the first prototype train at week 52 after contract signing, with subsequent deliveries at different intervals, culminating in the final trains at week 112. The aggressive delivery schedule may undergo adjustments based on feedback from the pre-bid meeting or manufacturer capabilities.
MMRDA expects the independent safety assessor (ISA) and Commissioner of Metro Rail Safety (CMRS) to certify Phase 1 of the line, including 20 train-sets fit for revenue operations, by August 2026. The timeline is subject to multiple factors aligning, and the technical bid opening is scheduled for May 21, 2024, with financial bids anticipated to be opened in Q4 (October – December). The contract award will follow, marking a crucial stage in the Line-4 project.
This re-bidding stage signifies progress in the project, emphasizing the commitment to advancing Mumbai's metro infrastructure.
