ICT bags DDC Contract for Bhubaneswar Metro Rail Project

Bhubaneswar, India (Metro Rail Today): Intercontinental Consultants and Technocrats Pvt. Ltd. (ICT) has emerged as the lowest bidder for the Bhubaneswar Metro Phase 1 project’s Detailed Design Consultant (DDC) contract BCDD-02. This contract, overseen by the Delhi Metro Rail Corporation (DMRC), marks a significant step forward in the development of Bhubaneswar's metro infrastructure.

The BCDD-02 contract for the 26.04 km Bhubaneswar Metro Line 1, which will connect Biju Patnaik Airport to Trisulia Square, encompasses two primary components. The first component involves the Phulapokhari Depot and its Operational Control Centre (OCC). This depot, crucial for the initial stabling and maintenance of 13 trains (39 coaches), will be constructed by M I A Construction under Package BBC-02. The scope of work includes architectural, electrical and mechanical (E&M), traction, and civil works for the depot and OCC.

The second component of the contract pertains to proof-checking the substructure of Line-1, including the viaduct, special spans, stations, and the 750V DC traction and power supply works. Although the specific location of the special span is currently unknown, it is anticipated to be over the Indian Railways’ line on Barang Road.

DMRC invited bids for this consultancy contract in March 2024, with an estimated cost of Rs. 22.20 crore and a 36-month completion deadline. Technical bids were opened on May 22, revealing three contenders:-

  • Intercontinental Consultants and Technocrats: ₹13.04 crore (L1)
  • STUP Consultants: ₹13.72 crore (L2)
  • Ayesa India: ₹15.90 crore (L3)

ICT's bid of Rs. 13.04 crore was significantly lower than DMRC's estimate, ensuring a swift contract award process without prolonged financial bid evaluations.

The DMRC’s brief for the DDC contract involves comprehensive design consultancy for architectural and building services, including E&M, traction works, and civil works for the depot and OCC building. Additionally, the contract includes proof-checking the substructure of the viaduct and special spans, alongside the superstructure and stations from Biju Patnaik Airport to Trisulia Square. The 750V DC traction and power supply works for elevated stations, depot, and RSS works are also part of the contract’s scope.

The Phulapokhari Depot, included in Package BBC-02, is a critical component of the Bhubaneswar Metro project. It will serve as the primary maintenance hub for the initial fleet of trains. The design and construction of the depot will focus on efficient operational workflows, integrating advanced E&M systems to ensure optimal performance.

The stations on Package BBC-05, spanning from KIIT Square to Trisulia Square, are integral to the metro line. These stations will be designed to accommodate high passenger volumes, ensuring accessibility and convenience. The architectural design will incorporate modern aesthetics, safety features, and sustainable practices.

With ICT’s contract secured, DMRC’s design team for Line-1’s construction is now nearly complete. Earlier this month, SYSTRA MVA Consulting (India) was selected as the preferred bidder for DDC package BCDD-01. This package involves finalizing design standards for two precast elements: U-girders and pier caps & bearings. These elements are crucial for the structural integrity and durability of the metro line.

The award of the Detailed Design Consultant contract BCDD-02 to ICT marks a pivotal advancement in the Bhubaneswar Metro Phase 1 project. This contract will facilitate the meticulous design and construction of critical infrastructure, ensuring the project progresses on schedule and within budget. As Bhubaneswar continues to expand and modernize its public transportation system, the metro project promises to enhance urban mobility, reduce traffic congestion, and foster economic growth.
