Bengaluru, India (Metro Rail Today): The Karnataka Rail Infrastructure Development Company (KRIDE) has marked a significant milestone in the Bengaluru Suburban Rail Project (BSRP) by inviting Request for Proposal (RFP) Price Bids from prequalified bidders for the deployment of 264 coaches (rolling stock). This move underscores the commitment to advancing urban transport and connectivity in the vibrant city.
KRIDE envisions running a total of 80 trains, each consisting of 3 coaches, and an additional 4 trains with 6 coaches each. These trains will operate across four lines, namely Sampige (KSR Bengaluru – Devanahalli), Mallige (Baiyyappanahalli– Chikkabanavara), Parijaata (Kengeri – Whitefield), and Kanaka (Heelalige – Rajankunte). The deployment of rolling stock will be facilitated through a 'Lessor,' who will lease, operate, and maintain the trains under the Public-Private Partnership (PPP) model.
The competitive landscape for the rolling stock contract saw interest from three firms, namely BEML, BHEL, and CAF, back in May 2023. However, the current response from these firms during the Request for Qualification (RFQ) and subsequent shortlisting by KRIDE remains undisclosed at present.
The Request for Proposal (RFP) timeline outlines key dates, including the Pre-Bid Meeting scheduled for January 30, 2024, and the Bid Due Date set for February 27, 2024. The opening of bids is slated for February 28, 2024, with the Letter of Award (LOA) expected within 30 days of the bid due date. The final signing of the contract is anticipated within 60 days of the Letter of Acceptance (LOA).
KRIDE's vision encompasses the selection of a 'Lessor' responsible for the design, manufacturing, supply, commissioning, operation, and maintenance of the rolling stock on a PPP model for the Bengaluru Suburban Rail Project. The ambitious plan includes leasing 264 cars, comprising 80 trains of 3 cars each and 4 trains of 6 cars each. The project also covers operation and maintenance services, including the deployment of trained train operation personnel, along with ancillary services such as depot site machinery installation and maintenance.
The selection of the 'Lessor' will be based on charges per train hour and maintenance charges per train hour. The criteria for evaluation include the present value (PV) of the Total Charges, with Bidders quoting lease charges and maintenance charges per train hour. The evaluation will consider the PV of the Total Charges, calculated by discounting at 8.45% per annum.
As the bidding process unfolds, Bengaluru anticipates a transformative shift in its suburban rail landscape. The deployment of rolling stock and the subsequent commencement of operations align with the city's goal of enhancing public transportation, fostering economic growth, and addressing urban mobility challenges.
