Baghdad, Iraq (Metro Rail Today): Iraq has approved a major step in its infrastructure modernization agenda with the official go-ahead for the Najaf–Karbala Metro Project, a key component in the country’s national transport vision. The Council of Ministers has formally authorized the National Investment Commission (NIC) to finalize a contract with a joint venture led by Malaysia-based HSS Engineering (HSSE) and Dubai-based Consultant HSS (CHSS).
The decision, taken during the cabinet’s latest meeting, amends a previous resolution to grant the NIC full authority to issue an investment license and proceed swiftly with the contract under applicable laws. This streamlining is seen as vital to accelerating project timelines and translating plans into action—particularly for infrastructure with national strategic importance.
The Najaf–Karbala metro is envisioned as a transformative 90-km transit corridor connecting two of Iraq’s most important religious and cultural cities. The proposed line will feature four main stations, designed to support both local commuters and millions of annual pilgrims who travel between Najaf and Karbala, particularly during major Shia religious events.
The route is expected to boost regional mobility, ease congestion, and stimulate economic activity along the corridor. With modern rail infrastructure replacing road-only connectivity, the project aims to lay the foundation for a more efficient and sustainable transport future for central Iraq.
The HSSE–CHSS joint venture already has an established footprint in Iraq. In July 2024, the consortium secured a high-profile contract to provide project management and construction supervision services for the Baghdad Metro, further deepening its involvement in Iraq’s infrastructure revival.
HSS Engineering (HSSE), a wholly owned subsidiary of Malaysia’s listed entity HSS Engineers Bhd (HEB), brings extensive international engineering expertise.
CHSS – Consultant HSS, in which HSSE holds a 50% stake, offers a strong regional presence and deep understanding of Middle Eastern transport dynamics.
The Najaf–Karbala metro contract approval underscores Iraq’s renewed push to attract international investors and engineering experts to deliver large-scale infrastructure projects. As part of the country’s broader national development strategy, the project is expected to act as a catalyst for urban regeneration, tourism, and logistics modernization in the region.
Once operational, the metro is set to reshape regional connectivity, offering faster, cleaner, and more reliable transportation across a corridor that has long needed dedicated transit infrastructure.
