MMRDA approves Sai Green Mobility as Concessionaire for Mumbai BKC Pod Taxi Project

Mumbai, India (Metro Rail Today): In a landmark decision, the 282nd Executive Committee meeting of the Mumbai Metropolitan Region Development Authority (MMRDA), chaired by the Chief Secretary, has officially approved M/s. Sai Green Mobility Private Limited as the Concessionaire for the Bandra-Kurla Complex (BKC) Pod Taxi Project. This innovative Automated Rapid Transit System (Pod Taxi) aims to revolutionize last-mile connectivity in one of Mumbai’s most bustling business districts.

Strategic Partnership and Project Overview

Sai Green Mobility has partnered with M/s. Ultra PRT, a renowned technology provider with a successful track record that includes the operational Pod Taxi system at Heathrow Airport, London. The Pod Taxi system is set to address the transportation needs of the 400,000 to 600,000 commuters who travel to and from BKC daily. The system will operate autonomously with frequencies of every 15 to 30 seconds, making it ideal for the narrow roads connecting BKC to Bandra and Kurla suburban stations.

The decision to implement this advanced system follows a thorough Techno-Economic Feasibility Study (TEFS) commissioned by MMRDA. The study, reviewed by Tata Consulting Engineers (TCE), recommended the Pod Taxi system for its suitability to BKC’s topography and anticipated traffic growth.

Fare Structure and Economic Considerations

The fare for the Pod Taxi service has been carefully determined based on preference surveys conducted among current auto and bus users. Surveys indicated that 70% of auto users and 36% of bus users are willing to pay ₹21 per kilometer for the new service. This fare has been set to provide a competitive and attractive option compared to current transportation costs, which range from ₹15.33 to Rs. 100 per kilometer depending on the mode of transport. The TEFS study suggests an annual fare increase of 4% to account for inflation and operational costs. MMRDA will announce the final rates during the project’s conditions precedent phase.

Project Financing and Timeline

The project, which was initially approved during MMRDA's 156th Authority Meeting on March 6, 2024, has an estimated cost of ₹1,016.34 crore. It will be developed on a Public-Private Partnership (PPP) basis, with a financial model that includes a fixed concession fee and a revenue-sharing arrangement with MMRDA. The construction period is projected to be three years, followed by a 30-year concession period.

Dr. Sanjay Mukherjee, IAS, Metropolitan Commissioner of MMRDA, emphasized the significance of the project: “The Pod Taxi initiative marks a pivotal advancement in urban mobility within one of Mumbai’s busiest districts. It promises to enhance last-mile connectivity, alleviate congestion, and offer a modern, efficient transportation option for daily commuters.”

Eknath Shinde, Chief Minister of Maharashtra and Chairman of MMRDA added, “This project exemplifies our commitment to integrating advanced technology to tackle urban transportation challenges. The Pod Taxi system will set a benchmark for future urban transport projects across India, ensuring sustainable and efficient mobility solutions for our citizens.”
